GEN 1.2 ENTRY, TRANSIT AND DEPARTURE OF AIRCRAFT
1. General
1.1 International flights into, from or over
the territory of the Republic of Mauritius shall be subject to the current local regulations relating to civil
aviation. These regulations correspond in all essentials to the Standards and Recommended Practices contained in
Annex 9 to the Convention on International Civil Aviation.
1.2 Aircraft flying into or departing from
the territory of the Republic of Mauritius shall make their first landing at, or final departure from Sir
Seewoosagur Ramgoolam International Airport.
1.3 All correspondence for flight clearance,
except for State and Military flights, should be addressed to:

1.4 Applications for Medical Evacuation
flights and Private Flights should be submitted via the portal fco@govmu.org.
2. Scheduled flights
2.1 General
2.1.1 For regular international scheduled
flights operated by a foreign airline into or in transit across the Republic of Mauritius, the airline must be
eligible to operate the flights under the provisions of a bilateral or multilateral agreement to which the State of
the airline and the Republic of Mauritius are contracting parties, and must have a permit to operate into or in
transit across the Republic of Mauritius.
2.1.2 Application with the following
information and relevant documents must be submitted at least 2 months in advance of the intended date of
operation:
2.2 For first time applicant
2.2.1 Operators wishing to start schedule
operations to Mauritius should apply to the Director of Civil Aviation at least 2 months from the date of start of
operations and should include the following information:
a) Name, telephone number, email and postal
address of operator;
b) Name and contact details of operator’s representative available in the event of
an emergency on H24 including landline and mobile telephone number (including country and area codes); Fax numbers;
Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator (email and postal
addresses);
d) Type of aircraft and registration marks;
e) Capacity/configuration of
aircraft;
f) Aircraft call-sign;
g) Schedule routes (Aerodrome country of origin and
destination);
h) Schedule dates / period of operations;
i) ETA and ETD to/from Sir
Seewoosagur Ramgoolam International airport – Mauritius (FIMP) respectively;
j) Copy of Certificate of
Airworthiness (COA);
k) Copy of Air Operator Certificate (AOC);
l) Copy of insurance
certificate of the aircraft;
m) Letter of designation;
n) Maximum take-off weight (MTOW)
of the aircraft;
o) Name and address of representative in Mauritius, if any;
p) Name and
contact details of the handling agent in Mauritius;
q) Copy of the Certificate of Registration;
r) Copy of Airworthiness Review Certificate, (if applicable);
s) Noise certificate;
t) Radio licenses of aircraft station;
u) Minimum Equipment List for aircraft to operate on this route
(MEL);
v) Duly filled Foreign Air Operator Certificate (FAOC) Form;
w) Copy of the airline
security program;
x) Copy of the Station Security Procedure;
y) Dangerous goods manual, if
applicable;
z) Copy of RVSM approval for the aircraft;
aa) Copy of carriage of dangerous
goods approval;
2.2.1.1 Note: If the validity of the
documents expires during the approved operations, aircraft Operators shall submit new valid
documents.
2.3 For renewal of schedule operations
2.3.1 Application for the renewal of
schedule operations (IATA Summer and Winter Schedule) to Mauritius should be submitted to the Director of Civil
Aviation at least 2 months in advance of the intended date of operation. The application must include the following
information:
a) Name, telephone number, email and postal address of operator;
b) Name and
contact details of operator’s representative available in the event of an emergency on H24 including landline and
mobile telephone number (including country and area codes); Fax numbers; Email addresses; AFTN addresses; & SITA
addresses;
c) Billing address of operator (email and postal addresses);
d) Aircraft
registration marks;
e) Aircraft type;
f) Capacity/configuration of aircraft;
g) Aircraft call-sign;
h) Schedule: route(s), date(s) and timings of operations;
i) Noise
Certificate of the aircraft;
j) Statement from airlines that their aircraft have necessary insurance
cover, equipment on board and maintained in an airworthiness condition as per provision of Annex 6 – Operations of
Aircraft, Part I – International Commercial Air Transport – Aeroplanes, Chapter 6 – Aeroplane Instruments,
Equipments and flight document and Chapter 7 – Aeroplane Communication and Navigation Equipment
2.3.1.1 Note: Documentation for all new
aircraft in use will have to be submitted. Also, if the validity of the documents expires during the approved
operations, aircraft Operators shall submit the revised documents.
2.4 Overflights
2.4.1 Operators wishing to operate scheduled
overflights in the territory of the Republic of Mauritius should submit their applications to the Director of Civil
Aviation at least two weeks prior to operations of the flights. The application must include the following
information:
1. Name, telephone number, email and postal address of operator
2. Name and
contact details of operator’s representative available in the event of an emergency on H24 including landline and
mobile telephone number (including country and area codes); Fax numbers; Email, AFTN & SITA addresses);
3. Billing address of the operator (Postal and Email addresses);
4. Aircraft registration
marks;
5. Aircraft callsign;
6. Aircraft type;
7. Schedule: route(s), date(s)
and timings of operations;
8. Noise Certificate of aircraft (if applicable)
9. MTOW of
aircraft
10. Name and contact details of the handling agent in Mauritius (landing
only).
2.5 Supplementary flights
2.5.1 The permission of the Director of
Civil Aviation is required to operate supplementary flights by schedule airlines.
2.5.2 Applications for operating
supplementary flights both for landing in Mauritius and overflying the Mauritius Flight Information Region should be
forwarded with the following information preferably one week prior to operations of the flights:
a)
Name, telephone number, email and postal address of operator;
b) Name and contact details of operator’s
representative available in the event of an emergency on H24 including landline and mobile telephone number
(including country and area codes); Fax numbers; Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator (email and postal addresses);
d) Aircraft registration marks;
e) Aircraft callsign
f) Aircraft type;
g) Capacity/configuration of aircraft;
h) Schedule: route(s), date(s) and timings of operations;
i) Name and contact details of the
handling agent in Mauritius (landing only)
2.6 Documentary requirements for clearance of aircraft
2.6.1 It is necessary that the
under-mentioned aircraft documents be submitted by airline Operators for clearance on entry and departure of their
aircraft to and from the Republic of Mauritius. All documents listed below must follow the ICAO standard format as
set forth in the relevant appendices to ICAO Annex 9 and are acceptable when submitted in English or French and
completed in legible handwriting. No visas are required in connection with such documents.

Notes: a) One copy of the General Declaration is endorsed and returned by Customs, signifying
clearance.
b) If no passengers are embarking (disembarking), and no articles are laden (unladen), no aircraft document
except copies of the General Declaration need to be submitted to the above authorities.
3. Non - scheduled flights
3.1 General
3.1.1 Other ad-hoc flights operated by
aircraft in the airspace of the Republic of Mauritius are called as non-scheduled flights and are classified as
follows:
1) Charter/ Special flights
2) Cargo flights
3) State/Military/VVIP
flights
4) Local Helicopter flights
3.1.2 Operators of non-scheduled flights,
including, private flights, medical evacuation/ mercy flights, charter flights and state flights, intending to
overfly the Mauritius Flight Information Region or to land in the territory of Mauritius, shall provide the
operator’s contact details together with their application for permission to operate such flights.
3.2 Charter / Special flights
3.2.1 Charter / Special flights -
Landing
3.2.1.1 Prior permission is necessary for
airlines operating Charter / Special flights to Mauritius. Application for approval to operate such flights shall be
submitted to the Director of Civil Aviation at least 7 days in advance of the intended landing.
3.2.1.2 The application for a Charter/
Special flight must include the following information:
a) Name, telephone number, email and postal
address of operator;
b) Name and contact details of operator’s representative available in the event of an
emergency on H24 including landline and mobile telephone number (including country and area codes); Fax numbers;
Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator (email and postal
addresses);
d) Purpose of flight;
e) Aircraft Type and Registration;
f)
Aircraft call-sign;
g) Number and Nationality of crew and passengers
h) Schedule:

i) General description of goods carried, if any

n) Air Operator’s Certificate (AOC) with allocated routes
3.2.1.3 If the application is not received
within the mentioned time, same may not be entertained or the operator may have to change the date and time of
arrival in Mauritius.
3.2.2 Charter / Special flights - Series of
Flights - Landing
3.2.2.1 If an operator intends to carry out
a (series of) non-scheduled flight(s) into the Republic of Mauritius application shall be made to the Director of
Civil Aviation for permission to carry out such operations not less than 2 months in advance of the intended date of
operations. The application must include the following information:
a) Name, telephone number, email
and postal address of operator;
b) Name and contact details of operator’s representative available in
the event of an emergency on H24 including landline and mobile telephone number (including country and area codes);
Fax numbers; Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator

3.2.3 Charter / Special flights – overflight
and Technical stop
3.2.3.1 Charter / Special flights overflying
the Mauritius Flight Information Region or making a technical stop in the Republic of Mauritius require prior
permission. The operator should make an application to the Director of Civil Aviation at least 24 hours in advance
of the intended landing and should submit the following information:
a) Name, telephone number, email
and postal address of operator;
b) Name and contact details of operator’s representative available in
the event of an emergency on H24 including landline and mobile telephone number (including country and area codes);
Fax numbers; Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator

3.3 Cargo flights
3.3.1 Landing in Mauritius
3.3.1.1 If an operator intends to operate a
cargo flight (general cargo/live animals) to Mauritius, he shall apply to the Director of Civil Aviation at least 3
days in advance prior to operation of the flight, at least 2 weeks in advance if carrying dangerous goods on
board.
3.3.1.2 If an operator intends to operate a
series of cargo flights to Mauritius, the operator shall apply to the Director of Civil Aviation at least 2 months
in advance of the start of operations.
3.3.1.3 The application for a cargo flight
must include the following information:
a) Name, telephone number, email and postal address of
operator;
b) Name and contact details of operator’s representative available in the event of an
emergency on H24 including Landline and mobile telephone number (including country and area codes); Fax numbers;
Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator (email and postal
addresses);
d) Type of aircraft and registration mark(s);
e) Aircraft call-sign;
f) Type of cargo on board (including UN numbers in case dangerous goods are carried or number of live animals
being carried);
g) Purpose of flight;
h) Number of crew;
i) Details of crew
if they will disembark in Mauritius: Passport copies of crew; Names (Surname in BLOCK Letters), Date of birth,
Nationality, Passport No. and Passport expiry date of crew

3.3.1.4 The following additional information
are required for series of cargo flights:
a) Copy of wet/dry lease agreement if applicable (required
for long period);
b) Copy of Dangerous Goods Approval Certificate, if applicable;
c)
Contact details of local representative in Mauritius, if available
3.3.2 Overflying the Mauritius
airspace
3.3.2.1 If an operator intends to operate a
cargo flight overfly the Mauritius airspace, application shall be made to the Director of Civil Aviation at least 1
day prior to operation of the flight.
3.3.2.2 The application for a cargo flight
to overfly the Mauritius airspace must include the following information:
a) Name, telephone number,
email and postal address of operator;
b) Name and contact details of operator’s representative
available in the event of an emergency on H24 including Landline and mobile telephone number (including country and
area codes); Fax numbers; Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of
operator (email and postal addresses);
d) Type of aircraft and registration mark(s);
e)
Aircraft call-sign;
f) Type of cargo on board (including UN numbers in case dangerous goods are

3.3.3 Technical stop in
Mauritius
3.3.3.1 If an operator intends to operate a
cargo flight as technical stop at Sir Seewoosagur Ramgoolam International Airport an application shall be made to
the Director of Civil Aviation at least 1 day prior to operations of the flight.
3.3.3.2 Requirements are same as at 3.3.2.2
above.
3.4 State/ VVIP/ Military flight
3.4.1 Foreign State/ VVIP/ Military aircraft
intending to land at Sir Seewoosagur Ramgoolam International Airport or overfly the Mauritius airspace are to obtain
diplomatic clearance for such landings or overflights from the Ministry of Foreign Affairs, Regional Integration and
International Trade. Contact details are as follows:

3.4.2 Application shall be made at least 15
days in advance of the intended date of operations. Requirements for processing of applications are as
follows:
a) Name and nationality of crew members and passengers on board;
b) Aircraft
registration and / or Callsign;
c) Aircraft type;
d) Purpose of flight;
e)
Schedule: route(s), date(s) and timings of operations;
f) Ground Handling services
3.5 Local helicopter flights
3.5.1 If an operator intends to operate a
helicopter flight in Mauritius, he shall apply to the Director of Civil Aviation at least 3 days prior to operation
of the flight. The application must include the following information:
a) Operator’s name and
address;
b) Helicopter Type;
c) Helicopter Registration / Callsign;
d)
Purpose of flight / port of call;
e) Name of passengers;
f) Ship name;
g)
Period of stay;
h) Departure Location;
i) Destination Location;
j)
ETA/ETD;
4. Private flights
4.1 Landing in Mauritius
4.1.1 If an operator intends to operate a
private flight into the Republic of Mauritius, application shall be made to the Director of Civil Aviation for
permission to carry out such operation not less than 10 hours from the time of flight:
4.1.2 The application for a private flight
must include the following information:
a) Name, telephone number, email and postal address of
operator;
b) Name and contact details of operator’s representative available in the event of an
emergency on H24 including landline and mobile telephone number (including country and area codes); Fax numbers;
Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator (email and postal
addresses);
d) Purpose of flight for example tourism, business meeting;
e) Aircraft
Registration;
f) Aircraft Call-sign;
g) Aircraft type;
h) Number of crew
(inbound and outbound), Photocopies of Passport of Crew, Names (Surname in BLOCK Letters), Date of Birth,
Nationality, Passport No. and Passport Expiry date of crew;
i) Number of passengers (inbound and
outbound), Photocopies of Passport of passengers, Name (Surname in BLOCK Letters), Date of Birth, Nationality,
Passport No and Passport Expiry date of passengers,
j) Status of passengers, for example, VVIP,
Businessman or Government officials, if any.;
k) Business contact in Mauritius (except for
tourism);
l) Schedule: route(s), date(s) and timings of operations;
m) Noise
Certificate;
n) Name of local representative (if any);
o) Name and address of handling
agent in Mauritius;
p) Statement from Operator/pilot as to whether any arms/ammunitions will be carried
on board the aircraft;
q) Statement from Operator / pilot as to whether any visiting Royalty, Head of
States or Diplomatic passport holders are on board;
r) Original general declaration;
s)
Statement that the flight is for non-revenue purpose; and
t) Copy of Insurance
certificate.
4.1.3 No private aircraft shall take off for
Mauritius until a flight clearance is granted by the Department of Civil Aviation.
4.1.4 The flight clearance number of the
flight clearance granted by the Department of Civil Aviation to aircraft operators should be included in field 18 of
the flight plan and pilots should communicate this Flight Clearance Number to Mauritius Air Traffic Control on first
radio contact. In case of change of aircraft, passengers or crew, operators should apply for a revised flight
clearance.
4.1.5 It may happen that there are changes
in aircraft, itinerary, passengers or crew after the original application is made. In such cases the aircraft
operator shall apply for a revised flight clearance because the previous flight clearance issued will no longer be
valid. Aircraft operator shall ensure that he has obtained the revised flight clearance and the aircraft shall not
take off for Mauritius until the revised flight clearance is obtained.
4.1.6 List of countries whose citizens need
to apply and obtain a visa prior to undertaking their travel to Mauritius: Afghanistan, Bangladesh, Iran (Islamic
Republic of), Iraq, Korea (People’s Democratic Republic of North), Lao (People’s Democratic Republic of), Libya,
Mali, Pakistan, Palestinian State, Saharawi Republic, Somalia, South Sudan, Sudan, Syrian Arab Republic and
Yemen
4.2 Overflying Mauritius airspace
4.2.1 Prior permission is necessary for
overflying the Mauritius FIR. The operator shall apply to the Director of Civil Aviation at least 24 hours in
advance of the aircraft’s entry into the Mauritius airspace with the following information:
a) Name,
telephone number, email and postal address of operator;
b) Name and contact details of operator’s
representative available in the event of an emergency on H24 including landline and mobile telephone number
(including country and area codes); Fax numbers; Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator (email and postal addresses);
d) Purpose of flight for example tourism,
business meeting;
e) Aircraft registration;
f) Aircraft Call-sign;
g)
Aircraft type;
h) Schedule: route(s), date(s) and timings of operations;
i) Noise
Certificate; and
j) Copy of Insurance certificate.
4.3 Technical stop in Mauritius
4.3.1 The requirements for application of
technical stop for private flight in Mauritius are similar to private flight overflying the Mauritius airspace (para
3.3.2.2 above). The operator shall apply to the Director of Civil Aviation at least 24 hours in advance of the
flight.
4.4 Medical Evacuation or Mercy flights
4.4.1 Landing in Mauritius
4.4.1.1 If an operator intends to operate a
Medical Evacuation or Mercy flight to carry patient to/from the Republic of Mauritius, application shall be made to
the Director of Civil Aviation for permission to carry out such operations. Clearances for such flights have fast
track procedure and can be granted within three hours of the request provided that all the required documentation
listed below is submitted.
4.4.1.2 The application for a Medical
Evacuation or Mercy flight must include the following information:
a) Name, telephone number, email and
postal address of operator;
b) Name and contact details of operator’s representative available in the
event of an emergency on H24 including landline and mobile telephone number (including country and area codes); Fax
numbers; Email addresses; AFTN addresses; & SITA addresses;
c) Billing address of operator (email
and postal addresses);
d) Aircraft registration and / or Callsign;
e) Aircraft type;
f) Purpose of flight (Drop off /Pick Up patient);
g) Number of crew, Photocopies of Passport of
crew, Name (Surname in BLOCK Letters), Date of birth, Nationality, Passport No, and Passport expiry date of
crew;
h) Number of passengers, Photocopies of Passport of passengers, Name (Surname in BLOCK Letters),
Date of birth, Nationality, Passport No, and Passport expiry date of patient as well as any accompanying passenger
or medical personnel;
i) Schedule: route(s), date(s) and timings of operations;
j)
Handling Agent/ Operator’s Representative (if any);
k) Noise Certificate;
l) Original
general declaration;
m) Copy of Insurance certificate;
4.4.1.3 No Medical Evacuation or Mercy
flight shall take-off for Mauritius until a flight clearance is granted by the Department of Civil
Aviation.
4.4.1.4 The flight clearance number granted
by the Department of Civil Aviation to aircraft operators should be included in field 18 of the flight plan and
pilots should communicate this Flight Clearance Number to Mauritius Air Traffic Control on first radio contact. In
case of change of aircraft, passengers or crew, operators should apply for a revised flight
clearance.
4.4.2 Overflying Mauritius

4.4.2.1 If an operator intends to overfly
the Mauritius airspace with a medical evacuation or mercy flight, application shall be made to the Director of Civil
Aviation at least 3 hours prior to operations of the flight and must include the following information:
a) Name, telephone number, email and postal address of operator;
b) Billing address of operator (email
and postal addresses);
c) Aircraft registration and / or Callsign;
d) Aircraft type;
e) Purpose of flight;
f) Number of passengers;
g) Schedule: route(s), date(s) and
timings of operations;
h) Noise Certificate;
i) Copy of Insurance
Certificate;
4.4.3 Technical stop in
Mauritius
4.4.3.1 If an operator intends to operate a
medical evacuation or mercy flight as technical stop at Sir Seewoosagur Ramgoolam International Airport application
shall be made to the Director of Civil Aviation at least 3 hours prior to operations of the flight and must include
information same as at 4.4.2 above.
5. Public health measures applied to aircraft
5.1 WHO Blocks Away disinfection is
acceptable for all aircraft arriving at Sir Seewoosagur Ramgoolam International Airport. Details of accepted
procedures are found in Annex 6 of the International Health Regulations and can be obtained from the port and
airport unit of the Ministry of Health and Quality of Life. If accepted procedures have not been followed as
mentioned above, or if an insect is detected inside the aircraft, disinfection will be done on ground prior to the
disembarkation of passengers and crew.
5.2 All aircraft apertures must remain
closed until the aircraft is parked and the door may be opened for the brief entry of the Public Health and
Agricultural quarantine staff and for the removal of document portfolios.
6. Entry of live animals/pets in Mauritius
According to the Animal Diseases Act of
1925, no passenger or crew should import any live animal / pets without having obtained an import permit delivered
by the Division of Veterinary Services (Livestock and Veterinary Division) of the Ministry of Agro-Industry and Food
Security. Import permits are obtainable from the following contact address:

The Animal Diseases Act, Part III Section
17, regulation No 3 (3) also states that: “No owner, operator or agent of an aircraft or ship shall unload or allow
the unloading of any live animal in Mauritius unless he pays the veterinary clearance fee specified in Part 1 of
Schedule A.”
In line with the foregoing, airlines and
other aircraft Operators flying to Mauritius are requested to ensure that:
• All passengers, embarking
to Mauritius with a pet, have in their possession an import permit delivered by the Division of Veterinary Services
(Livestock and Veterinary Division) of the Ministry of Agro-Industry and Food Security.
• An
International Veterinary Certificate issued by the Competent Authority of exporting country.
• The
veterinary clearance fee is duly paid prior to unloading the said pet in Mauritius.
